You may need to prime the system by bleeding air from the master cylinder first
poss need pressure bleed
You say repair kit on master cylinder.......It doesn't always work..........Did you rub out the inside of the cylinder first with 00 body paper and a drop of fluid...........Also this sounds daft but I have known people put the rubbers on the wrong way round.......If this had been done correct then it should bleed quite easily and you should have a pedal.......I would try again.....and if not remove the master cylinder again.and check it.........
