My mom has an oil tank thats been repaired once and she's afraid of it leaking. is there a patch to repair it?

Check at shops that repair gas tanks for cars. They have a material they can put inside the tank to create a liner that may work for your oil tank. Need to check with them to see if they can handle a tank that size. Replace the tank. It is much cheaper than going though all the remediation required if the oil saturates the ground. Your insurance company may be willing to pick up part of the cost.
