Run the oil below the crack,so that there is air on both sides. Borrow an electric soldering iron from a friend, ( not an electronic repair one )
Melt the plastic quite deep, and smooth over with the melted plastic,make sure you go well beyond the end of the crack, select a good sunny day, and don't worry about the oil, it will not catch fire !
If no iron available,obtain a fire poker, or a rod or iron, and a gas burner /camping stove .
The reason for cracking is that it is not on an absolutely flat base, if necessary rebuild the base

Check your insurance policy , it might be covered.
Time for a new tank. These are not supposed to be repaired and if they are, they are likely to leak kerosene over the ground which is very polluting, as well as being a big fire risk. I think if you repair it and you had a fire it would be seen as a very dumb thing to have done.
sorry to say, but the safest thing to do is replace the tank.
for a quick temp repair try a sheet of aluminium overlapped and pop riveted all around the split.
